you don't need to do anything special to create a new tag you just add it like any existing tag.

if you want the tag to be a character or artist tag, prefix it with character: or artist: when first adding it, or after by going to the tag's wiki page (the ? button next to it on the tag list), selecting Edit Tag Type and then choosing the category you want.

I think i did a fuck up at doing that, i will try it again later though because i have a feeling making way too many changes is perhaps bad????? Idk

Looking through your changes, it seems you're doing artist_* and character_* rather than artist:* and character:*
