Custom character is sort of redundant. The single time I've ever seen the cc tag used was with a mlp character. I can understand if it was used for characters people made but then again isn't every character custom?

An alias would probably be fine. The user that tagged it was obviously trying to mark it as "OC" but didn't know the name for it.
At any rate, since original_character is already aliased to it (for legacy reasons), I don't see how this would be any less valid as an alias.
