I'm still not sure about exposed_breasts, but I can't see the harm in implying it to breasts for now, so I went ahead and approved that as well.

While this is sometimes (okay, often) being used incorrectly, where nude, topless, or perhaps flashing should be tagged instead ...
I feel a certain firmness about exposed_breasts
... at least in cases like below, with subjects who are partially_clothed, and the breasts in question are central to the piece:
