You can pull up entire list of users at a current rank (including Blocked) here. In fact, that's the results list. I prefer looking at green-bar text myself. (Order by Record sorts by most green/white to most red.)

It's amazing how few of those there are in comparison to neutral and negative records.
For every one person that wants to right e621, there are ten that don't. Even if it is unintentional.

In part I think it's because people are quick to report negative behavior because it's "in your face." But people don't tend to see/report exceptional behavior.
Guilty of that myself, and berate myself for it, but it's simple fact that I'm more likely to notice stuff that screws with my current tagging projects than I am to notice the stuff that makes it run smoother.

From what I've heard of NotMeNotYou and TheHuskyK9, he does change his IP address every ten or so accounts. He's a thorn in e621's side and it's best if we don't speak of him (or her?) anymore.

He was one of those guys who took art of a certain character/species way too seriously and started harassing artists who drew him in "wrong" relationships, rather than blacklisting a single set of several tags and a couple of artists.

The fun comes from those who don't learn and instead get super indignant and brazen. If you're banned and leave, that's fine. However, these people use proxies and make alts, occasionally insulting admin with usernames in the process, that's entertaining.

They're not mocking people for getting banned. They're laughing at the stupid lengths some people will go to be obnoxious. Those who aren't going to such lengths and even, to their credit, have learned from their mistakes aren't the sorts of folk they want to laugh at.
