Reason:

Claspers are shark's penis. Always paired, similar to hemipenes. The difference between them is that claspers don't come out of cloaca. The triangle things beside claspers are pelvic fins.

Sometimes you will see both claspers and hemipenes on a character (4 penis!), or anatomically incorrect positioned claspers that don't look like penis. Frequently confused with hemipenes or diphallism. (That means there are plenty of mistaggings.)

Technically, claspers aren't really penises (same for other intromittent organs, but I'm not sure if most people know that

more importantly, i'm not sure what benefit we'd get from counting it as a separate thing

There's talk about pussy being used collectively for basically all visible humanoid female reproductive anatomy

maybe we could do a similar thing with penis/cock?

I think it is ok to discard this implication suggestion already, because many pics don't depict claspers as penis.
I don't know what I can say other than this, because my mind is cluttered right now.
