I would say those specifically could probably be done without.
Any that would fit into their own fetish would still be valid tags i.e. cum_in_hair, cum_in_eyes etc.

A cum and bukkake tag is just fine. Who really does have these overly specific fetishes? I would survey the users who have tag subscriptions for those tags, and if it the number of users incredibly low, just remove them.

Number of users who have any tag subscription at all is incredibly low since it's limited to privileged and better accounts.

I have searched for a number of the more specific cum location tags, more than a few times.

Just because you don't have/have trouble understanding a fetish doesn't mean that it's not a fetish that people have.

The cum tag is nowhere near specific enough, and bukkake is also very different to just cum_on_face
