They are basicly the same thing but character:(Name) is usually when there is no other tags being used with Name, and (name)_(character) is usually when there's an artist name or another tag with name so it carries an disambiguation.
When there is multiple characters it usually goes character:(Name)_(Username)

Also adding _(character), _(artist), etc. to a tag automatically uses that tag type. For example, even if nate_zimburson_husky_(character) was never in use before, it automatically gets set as a character tag. Occasionally people just end up with the ending because they don't know how to change it manually (by adding character: before the tag).
