Should they be consolidated? They're used for the same thing, as far as I can tell.

Implicated, perhaps? Penis_riding is for the cases where someone's whole weight is supported by a penis. Which usually requires size play or hyper_penis.
Edit: Actually, both do seem to be used the same way. Maybe it would be better to alias them.

I think "sitting_on_penis" should be reduced to "on_penis" anyway (cf. on_shoulder, also compare sitting_on_knot, which is pretty different). A lot of those pictures don't involve sitting to begin with.
I had started using penis_riding for stuff like post #786269, post #785508 and post #734167, but most were taken out since them.
