Some images have their rating (SQE) locked in and uneditable. This isn't a complaint. I've never seen one locked in the wrong position. I'm just curious who makes the decision to lock ratings and when it is done.

Whenever there is a tag edit war, it will get locked by an admin.

Which is funny because one can always add more tags to an image. I guarantee they don't get everything
