Topic: Rating: Safe or Questionable?

There seems to be a bit of a gray area for the rating of partial male nudity.

For instance, notice this image, in which the character's crotch is pretty distinctive:

It's rated safe. However, this one, in which the bulge is less noticeable, is rated questionable:

I couldn't find any official word on this. What's the policy? Should their ratings be switched, or should both be safe/questionable?

There seems to be a lot of overlap between bulge rating:q and bulge rating:s.

I'd say the same.
First one's got a noticeably large bulge, and borderline naughty expression. The other one seems a lot tamer.

Admittedly, those weren't the best examples because the first one was also in a less-than-innocent pose.

Sorry to basically repeat my question, but what about these two images, rated safe?
If you think these should also be questionable, that would give a pretty good idea of where to draw the line:

I'd say both of those should be Questionable, yes.

Questionable.

For the reason that there is a (slight) focus on genitals, even though they are behind fabric.

Okay, so it's safe if the bulge is hardly (heh) noticeable or clearly not the focus of the image?
