Or maybe the tag can be looking_at_viewer(s)
Because if the character is looking at us, the picture sometimes can't establish if the character is looking at one person or more if there's no dialogue.

I fail to see how that matters. The tag should be singular, because that's what we prefer here, and you can't know which way it will be.
