Requested feature overview description.
Add the normal comment buttons (Respond, Report, Hide, Delete) to all comments on https://e621.net/comment/search.
Why would it be useful?
Saves unnecessary page loads.
What part(s) of the site page(s) are affected?

While adding to comments page, how difficult would it be to add the "Myself in Comments" and "My Comments" links to secondary menu bar?
(I know that might be tricky given the links are dynamic based on user.)

Absolutely, those would be useful.
What about votes? Should those also be added, or would it be better to leave that out? On the whole, I think I'm for the latter: some comments might get downvoted simply because they're viewed out of context.

Agreed on not voting on images through this method.
