Why would it be useful?
So I don't need to go to that sticky topic and copy templates from there.
Plus, maybe more people will notice they should use templates.

Would save Hudson copypastaing the same thing every time someone does the format wrong.

I don't see why not.

Unfortunately the description field doesn't allow for collapse/drop downs, so it takes up more space than I'd like, but I did fix it up a bit so that the templates are there, and that the posting guidelines are linked.

Usually they didn't use the template at all, but now that I am no longer an administrator, I must resist the urge ;-;
