The Kama Citra established it, I think. post #86935 contains it as one of the positions, and post #118661 is just that position blown out. Heck, I've seen writing that referred to it as such in a MUCK at this point.
The position is definitely not just an alias of tailscarf, though, since that's just one aspect of it. It's a fun amalgamation of foot on back, recipient bent forward, and tail around the neck.
