It's a harness.
I would just tag it as harness personally since they make them out of non-leather materials so you don't know for sure that it's leather.

I may be going a bit overboard on the twys rule with that though.

Certainly can tag that as harness though.

For dangling from ropes?
For forceful compression of the chest?
I wouldn't want to wear that stuff when having sex.

They usually have metal rings to attach ropes, leashes, etc to.
They can be used for tightness, but generally aren't since a rope harness is more effective for that purpose.
They can be used to hang people from, or just for easy physical control over the person wearing them.
They also can just provide nice places to grab onto while being relatively nude.
And some people simply like the feeling of leather against their skin.

That is the most impractical piece of bondage wear I have ever seen.
My guess would be that it's mostly for this but The guy could walk out of the ropes.
As for why you would want to wear that during sex.

Usually they have lots of rings, yes, for the attachment of various things. Hammie already mentioned most of it. There is also just the look of it. Leather and metal has an aesthetic appeal to some (myself included). It makes that unique creaking sound that leather makes, it clinks and shines. How you think you look can have a huge effect on how you feel, and if you think you look badass, you will feel badass.
