Reason:

Both tags basically mean the same thing, and the latter is more popular than the former.

No they're not the same thing, though they both are exposing an ass to the viewer (in- or out-picture). Mooning involves one removing clothes to show their ass as a deliberate "fuck you" gesture. Presenting has nothing to do with clothing as part of the tag

Mooning is the act of displaying one's bare buttocks by removing clothing, e.g., by lowering the backside of one's trousers and underpants, usually bending over, whether also exposing the genitals or not. Mooning is used to express protest or disrespect IRL, but here it's mainly done for erotic effect.

Presenting the hindquarters very overtly and sexually for inspection, penetration or stimulation. Nothing subtle about this message; consider animals presenting engorged hindquarters for mating or in submission.

Doesn't sound the same to me. It's kind of like saying looking_back should alias to looking_over_shoulder: there are similarities and some overlap, but they aren't the same.

Mooning can be a form of teasing, or just not blatant enough to count as presenting_hindquarters.

Presenting should only be tagged for images where it's obvious that someone is invited to, simply put, just walk over and stick it in. No questions asked.

I think presenting_hindquarters already gets tagged waaaay too easily by many users, let's not make something as innocent as mooning an equivalent.

Yeah. Sadly, it's not absolute. Can't really imply butt if the character is facing you.

No. It'so two different things. Besides, mooning can mean something else than just pulling your pants down and sticking your butt out at someone row something. And "Pink Eye" and "Brown Eye" can mean mooning as well.
