Currently uses disembodied_head to get around the implication, but that doesn't really fit.

To use disembodied_head would be to use all three in a picture showing decapitation. Seems pointless so I agree with OP.

Damn.
I agree wih this unimplication, however it raises some issues.
Currently, the wiki for disembodied_penis states that the tag is used when penis is either partially visible, or floating. This means that the tag is used when the owner of the penis is not present on the image. In other words, if we want to be consistent, disembodied_(body_part) tags should be used when the body_part is present on the image, but its controller is not.
As such, disembodied_head should also be used only when the head of a character is present but the rest of the character is not.
This means, that current usage of disembodied_head is wrong. And all images containing a both a character and its detached head should be fixed.
Besides the original removal of implication, I propose the following:
Object modelling: object -> character -> body_parts -> body_part -> head -> <detached>head -> <bleeding,detached>head.. so basically, the fact that a character's head is not directly attached to the rest of the character is a simply a special property of a body part.
