Curious, why is an image containing just the sheath... no exposed penis, for example, a male feral dog, and nothing else... considering explicit or questionable?

I mean... there's countless shows for young audiences that clearly show an evidently male dog or horse in it, for example.

Well, for starters, we are not a bunch of child shows... Most definitely not on this site.

And secondly, it's part of letting blacklists, tag searches, and appropriate ratings work. If it is genitalia for an entity (tentacles not included, but cum is included), it is explicit. The same thing happens to genital slits. if genitalia, of any kind and including anuses, were allowed to be questionable/safe, then a potentially large portion of actual explicit images would be incorrectly tagged because they (being taggers, posters, artists, or C-owners) can call it sheathes or genital slits, despite visual evidence.
