Reason:

as the tag says, muzzled is when a character is wearing a muzzle_(object) over their snout.

this and this are the only image where a human(oid) are muzzled... But one even protudes like a snout.

While I won't assume that they will be the only, so if you have a name for the face-mask, then list it. However, I highly doubt there will be another image where a non-snout entity is muzzled.

However, I'd like to address that ball gag one. Is it a muzzle or a ball gag?

That's a ball-gag muzzle. The muzzle attatches over the chin and nose, or the top and bottom of the snout on snoutted creatures.
