Bug overview description.

As the title suggests, every comment, forum post and blip complaint ticket, handled or unhandled, can be seen as a member despite being marked as Confidential. This does not include tickets that you have submitted yourself.

What part(s) of the site page(s) are affected?

Ticket page.

What is the expected behavior?

Reason: Confidential

Either the ticket listing shouldn't be showing Confidential on tickets regular members can see or all the mentioned types of tickets should become confidential as they're indicated as such.
I'm fine with either option as they're confusing as they are now.

Confirmed. This was caused by a fix to another bug. They are not actually confidential, but the page that lists them is now considering them as such. There is another change pending that fixes this by introducing better internals surrounding ticket access rights. When this change is deployed it will cause the ticket page to go back to it's previous system where only user and dmail reports are marked as confidential.

In the meantime, the lesser of the two evils was to have the ticket list page incorrectly list some ticket types as confidential when they are indeed, not.

Except for user and dmail reports, those shouldn't be hidden.
They're visible so we can check whether something's been reported already. And those are sometimes also useful for feedback.

Yeah that's true. As I said, I'm fine with any solution, as long as the bug is acknowledged and a solution can be formed.
