Raised eyebrows covers expressions representing surprise, pain, mild sadness, joy, relief, ecstasy, puppy_dog_eyes, pleading. When the inner eyebrows are raised it adds noticeable energy to a surprised or joyful face to turn the eyebrows like that.

I love these soft expressions of pleading, or puppy dog eyes.
Also the high energy surprise and looking_pleasured face with raised inner eyebrows. I'd like to be able to search these kinds of expressions.

We do have raised eyebrow and raised eyebrows, but I suppose this tag is more specific than those. Basically, images where each eyebrow is drawn to form a slope, rather than a hill. I'm not sure if such distinction from usual raised eyebrows is needed so, we'd need more opinions. I mean, even normal raised eyebrows are tagged pretty badly already. So there doesn't seem to be much demand for this tag.
