Tag subscriptions (what it sounds like you're asking) are for privileged and up. I don't think they should be that limited, I think all users should get three single tag subscriptions; but from the grapevine, tag subscriptions are very shoddy for whether or not they work.
However, a workaround: type the desired artist into the searchbar, search for them, and then bookmark the page. If you can change the name, change it to the artist's name, but voila. All you got to do is use the bookmark to check up on the tag so often.
