Some are boldfaced. Others are not. A reason: is there one?

I guess it's to highlight the more commonly blacklisted tags, but it seems pretty arbitrary.

When that was made, the most frequently blacklisted tags (based on the stats) were bolded.
...not sure why that also includes ones such as multi_breasts. Surely that's not one of the top blacklist tags, or is it?

Since the boldface was confusing and since we can only speculate what the most frequently blacklisted tags are, I went ahead and removed it. If anyone disagrees they can revert my edit.
