So what should we do with headwear?

Could be used as umbrella tag if we want, i.e. for hat, crown, headgear (helmet), etc.

Also reminds me that headgear could probably use some implications.

Footwear already exists, and I could see headwear being useful for tagging projects, if nothing else.

But yes, if kept, it should be implicated from the relevant tags. Tagging it manually seems like waste of time, when you could (for instance) just tag hat, and let the implication handle the rest.

Additionally we got (underwear), legwear, footwear and armwear, however armwear is used but suffers from the same issues, so updated OP with that as well.

Additionally the use of the currently unused topwear and bottomwear could be discussed, currently we mostly got <color>_topwear and <color>_bottomwear. tailwear is currently not used either (e.g. tail_warmer) but is probably a lot smaller.

Couple of additions to the headwear list: hood and turban. ...and, hm, mask probably also counts as headwear.
