Same thing. Just like hair_flower -> flower_in_hair but with a feather.

-1. i could see people using that tag also for characters with feather_hair. so disambiguation would be better.

I could see hair_feathers used in that way, but not the singular.
Hair_feather hasn't really been used much, though. We generally don't alias tags that have only been tagged a couple of times. It's usually not worth the time spent on the approval process.
