Just want to point out for anyone else who may look at this thread in the future, the wiki article for not_furry ( <- click there) is actually really pretty clear on most cases and is a helpful resource for making determinations on stuff like this. There are certainly corner cases here and there that it doesn't cover, but you can for instance, take a look at the section in the article describing what IS considered furry to see the sorts of things that should be "furry enough" to be approved.

In the OP's particular case, we'd see that since one of the characters in the linked picture falls under the animal_humanoid or kemonomimi category, which are listed under the "Furry:" section of the wiki article, that that picture is considered furry for the purposes of e621.
