Is there a reason to use tags under construction instead of tagme? Or would it be better if one was aliased to another.

No.
The tag was created by Paradyce on June 16. The posts also had tagme, which was later removed, but tags_under_construction was missed. Then taylorkingct created a wiki for it just over an hour ago. It serves no purpose and doesn't even need to be aliased, just untagged.
