But they are technically bottomless and adding the bottomless tag (and naked_towel which is missing from some of these) allows people to find images like this much easier. A bottomlesstopwear implication will lead to these images being tagged with topwear despite no topwear being present.

An implication that is only true 99% of the time is not a good implication.
