That doesn't change the fact that it is armor. Not all armor is plate armor and chainmail.

"what person is looking for when they type this in search box" tends to take higher priority than what is technically correct. the purpose of tagging system is to make easier to find what person wants rather than making things harder just sake of technically correct implications.

Bicycle helmets, football helmets, motocross helmets, construction helmets, riot helmets, ballistic helmets... Which of those are armor, and which aren't?

Helmet is implicated to armor, which means that hard_hat and firefighter_helmet already get the tag. Considering that, it doesn't seem like much of a stretch to tag bicycle helmets as 'armor'.

Alternately, helmet should be unimplicated from armor.

Not many helmets either, mostly just body armor.
But maybe the armor tag should be redefined so that it only covers 'armor' that's designed for combat, not any protective gear.
