Reason:
You need a horn to place the ring on.

Would this also count as jewelry? I can't think of any possible exceptions.
Though maybe we should tag horn_jewelry instead, to keep it uniform with the other tags such as tail_jewelry...

I'm going to discuss this on my other thread, post there.

+1. I'd also recommend this be implicated to furgonomics, since it's a furry specific form of clothing/jewelry.

Is it only a horn ring when it's on a horn, or could one be shown just sitting there? Say on a jewelry shop shelf or something. Suggestions like these get shot down pretty frequently on those kinds of grounds if they can appear totally exclusively.

Wiki says that horn_ring should be tagged when a ring is placed on a character's horn.
Now if a ring is just sitting there, then it's just called a ring_(jewelry).
Same can be said to horn_piercing (which IS implicated with horn).

you cannot tag it as horn ring if you cant see that its a horn ring. and you cannot see that its a horn ring unless its on horn or being put on/taken off a horn. its just a regular ring otherwise.

Pretty clear case, then. +1 to that and BD's ring suggestion too.

Would a display bust's horns still count as horns?

+1. If not being worn on a horn it would look much like a simple ring (or a bracelet, depending of its radius).

Better not, I guess we should keep 'ring' exclusively for finger and toe rings, instead of using it to any ring-like jewellery.

+1 for implication to 'horn_jewelry'. Not only horn rings are horn jewelry, but also exist other types of horn jewelries (although they aren't so common).
e.g.post #186993 green pendent thing.
.
Edit:
Actually, perhaps we should consider using 'horn_ornament' since it is still accurate and is more inclusive, encompassing posts like this one:
¹ Adapitation of dice's idea.

+1. humans may have "horns" as well, but that is a mere exception.
Edit: see commentary made towards Genjar's post.

tail_ring is way more popular than tail_jewelry (1426 vs. 46).

Like Ledian said, it's only a horn ring when the ring is on a horn. When it isn't, it's just a ring. Just like a toe ring without a toe is just a ring, a tail ring without a tail is just a ring, etc.

That's quite a few steps but it does make sense.
horn_ring I→ horn_jewelry I→ horn_ornament I→ furgonomics.
Should we squeeze furry-specific_jewelry in there somewhere or would that be too much?

Maybe it work, I can see some usefulness in a tag for furry-specific ornaments in general (encompassing horn, tail, wings etc.). If my memory doesn't fool me, you have been working on a related subject matter, right?

You mean this? Yeah, I'm still slowly adding images to those sets since there's no tags for them yet.
