Topic: [Bug] Staff messages can be blacklisted

Bug overview description.
Users cannot use the 'Apply blacklisted users to forum posts, comments, Dmails, and blips' setting and also blacklist a staff member's uploads without potentially missing important messages from staff.

Site-wide

What is the expected behavior?
'Apply blacklisted users to forum posts, comments, Dmails, and blips' setting should not apply to staff. Staff uploads should still be affected by blacklist.

What actual behavior is given instead?
Users can blacklist all messages from staff members.

Can you reproduce the bug every time?
Yes

What steps did you take to replicate this bug?
Add a staff member to your blacklist with 'Apply blacklisted users to forum posts, comments, Dmails, and blips' setting enabled.

...that's kinda the point of that checkbox. I'm even using it to avoid a specific staff member, yet I'm also observant enough to see if they posted anything in a thread.

Probably should be fixed, Although I believe that if a user ignores a admin specifically it's own their own, it'd be better that we don't need users crying "but I didn't get any message why did I get a warning?"

It'll apply to admin only, not janitor.

This is one of those things that make me wish that there was an option for staff to distinguish their official posts/comments (a la [M] and [A] flags from reddit or "with mod hat on" from tvtropes). Distinguished posts could bypass user blacklisting, and would also stand out to anyone skimming through looking for an official response.

... what's the point of blacklisting an admin? If they need to tell you something pertaining to your account in a private manner, then they should have every right. If an admin is harrassing you via DMs, you should tell another admin right away.
