Wouldn't that tag apply to most images containing jackets, coats, dress shirts, pants and many other garments?

This is true to jackets and coats, however it varies to dresses and many shirts (except for tank tops, which are sleeveless, and t-shirts, which have short sleeves).

Not dresses and shirts, dress shirts. You know, the long sleeve button shirts commonly worn with business suits and tuxedos.

I understood what you meant, I was talking about dresses and skirts of varied kinds (including dress shirts, which may have either short or long sleeves).

I sincerely never heard about this usage, are you sure it isn't a regional thing? Even if this isn't the case, probably would be better to maintain sleeve length tags unapplied to bottomwear; they already are pretty well sorted into pants and shorts, also such usage don't seems to be shown in e621.
