Reason:

Zooshwolf is r.kibler's current FA

EDIT: The tag alias zooshwolf -> r.kibler (forum #260235) has been rejected by @NotMeNotYou.

Works posted to the zooshwolf FA account are signed as "r.kibler" so it looks like they are in fact the same person. (source 1 2 3)

Not sure which one should be the target tag though.

I'm tempted to say reverse it. There's artists who sign their work with some variation of their real name, yet do all their interactions using their online alias. Still, there's also Fur Affinity's notorious inability to change user names, so unless someone wants to ask him which he'd prefer, I don't know.

Reason: Artist has no recorded public activity since 2021 so at this point it's kinda moot which he prefers. "R.Kibler" does indeed appear to be the only consistent signature on his work throughout history. I didn't bother with the other thread because zooshaman isn't even categorised as an artist tag, and these days the risk of people using VCL names is essentially nil.
