No, because it can be off other things. I remember some being off of a thin plastic-like sheet. It was meant to last across, say, students, storage, and wear & tear.

True, but in another hand, even if made of plastic, blueprints resemble strongly paper, hence (by TWYS) it theoretically should get the "paper" tag; that is why I am unsure.

"Theory"... when attempting to make an absolute. If not all blueprints look like paper, an implication from blueprint to paper is invalid.

Many things that are either made of or resemble paper don't get tagged as such. Individual sheets do sometimes but many other things, like pages in a book, don't.
