Already mentioned before (forum #227849).

Tapus are, but Ultras are Ultras. Why Necrozma isn't, I don't know.

It is a bit more complex. Tapus are described as deities in game, however they were never really recognized as legenderies; Sun & Moon pokédex identifies the legendary pokéomon, however put them (along with type-null, silvally and the UBs) in some kind of "apart category"; a couple of official competitions prohibit legendary/mythical pokémon, however allow them (along with type-null, silvally and the UBs), the inverse also occurs.
