Requested feature overview description.

Simply put I'd like a way to easily report a submission for something that isn't directly related to deleting the submission itself (and thus does not deserve a FFD).

Why would it be useful?

Currently there is no way to adequately report things like tagging wars, rating abuse (locked on the wrong rating, for example), note abuse, description abuse, or similar. Having a way to file a ticket specifically for a submission would allow users to directly report a submission and we are then directly guided towards the problem area.
This would be much more convenient than reporting a user and praying the ticket creator actually mentioned where the fire is.

What part(s) of the site page(s) are affected?

All submission pages, ie https://e621.net/post/show/1227083 and similar.

Definite +1 from me, reporting the user in the cases of description or note abuse would work, but other issues are a little trickier to report and it also gives the benefit of the admin being able to get directly to the post.

To be honest, I'm a little surprised this has never been suggested before.

Corrupted images can be flagged for corruption, and anything done by a user can have the user reported. I've always included a post # link in my reports about tag vandalism, so is there really anything that would require this, or is it just for a speedier process?

I'd imagine it would, for the most part, just be a speedier process, but there are other things to consider.

If there's a tag war involving multiple users, which user do you report?

If a post's rating is locked and incorrect, who do you report? The last person to change the rating could be the likely case, but they might not be.

Additionally, reporters often have the bad habit of actually remembering to include vital information. Imagine somebody reports a user for "tag vandalism" and doesn't link the exact post, the responding admin would have to trawl through their tag edits until they find anything.

My concern is whether or not there would be a text field or a list of reasons to choose from for filing the report, and I would much prefer the latter. I don't think I have to remind anyone of how flags used to be, and we still have people who flag images because they just don't like them.
