Overview: We already have a working system to see if the tag itself has already been suggested for something, but we should check the phrasing of it, too. Especially something like suffixes or prefixes.
Usefulness: If we can recognize prefixes like mega_, we can stop people from submitting suggestions to imply mega forms to the base pokemon.

It could just give a warning and require second confirmation to avoid that.
