I have had a neutral record since i have joined and im wondering if its a bad, good, or just ok thing to have?

It is a preemptive notice. It translates to "stop doing this before you get in trouble". Neutrals go away 6 months after the event unless you repeat what you were told to stop.

While records now "decay" over six months, it requires an admin to manually remove it, and it's a new feature, so they probably only removed the most recent decayed records. You're a good year old, so yours was a bit older than that, so it was thanks to calling attention to it that the admins managed to remove it.
