Yeah, it might need a different name. When I saw that tag, I thought that it's for those gaudy decorated condoms.

-1. The implied to tag is the one that gets added when the other gets added. The order you have it, anybody who tags "Condom" also gets "Condom Decoration," which isn't always the case when there's a condom in the image. If you turn it around, then anybody tagging "Condom decoration" would also tag "Condom" to the image, which does fit.

I have no trouble (flipping and) implicating it, but I don't know if condom_decoration suffices as a good name. Any suggestions?

Condom_on_character would be a misleading name for that description, so, draped_condom then? If they don't understand the tag name, they could always look it up on the Wiki.
