I want to blacklist anything that is related to pedophilia, but for legal reasons apparently that tag isn't in use, but i don't want to blacklist Young or cub because there is plenty of posts that are completely safe that have children in it. Is there a solution i can add to my blacklist that i don't know about, or is it just something that i can't control over my account?

loli and shota generally contain porn, nudes and suggestive themes involving young characters. Blacklisting "young rating:e" (together on the same line) will also help.

Do note that some non-pornographic images involving young characters (eg. casual nudity) will be blocked by these as well.

as in, naked adults with clothed children will also be included, or only posts that just include casual naked children?

No, that gets rid of questionables, too. Just young rating:e if you don't mind questionable.
However, some things may be too much, for example, maybe you don't mind if there are boobs in the image (a sign that there must be an adult, since Loli won't have it) and some other questionable things:
cub bulge
cub camel_toe
cub rating:e
This will get rid of the "naughty" questionables as well as the explicits.
