Wasn't the racist part specifically because someone thought it was a stereotypical black guy and then made their own images as evidence rather than actually checking if it existed? Like people thinking Commander Shepard was sexist?

I thought the whole "Pepe is racist" thing popped up during the 2016 US elections some time in September when Hillary Clinton declared it was a hate symbol due to how much the character was used by the alt-right movement.
