I believe under_arrest is better, it is present tense. How many of our tags is past tense, though?
Also, a humorous (for those medically inclined) tangent is that arrest, for these tags, is only using the common term. I can totally imagine someone suffering from cardiac arrest, which would be a valid tag.

+ ½. Apparently both tags have the same usage, so an alias would be good; my only suggestion is inverting it, since the first tag is more popular than the second one.
