What about cases where the character has on the bare minimum of clothing?

If we go by the wiki definition of half-dressed, the character is either topless, bareback, or bottomless, all the characters in nude thigh_highs shouldn't be tagged with half-dressed, since they're neither topless nor bottomless

How about an implication of half-dressed -> partially_clothed instead?

Additionally, partially dressed and partly undressed should probably be re-aliased to partially_clothed

But are you sure half-dressed is not redundant? I mean, looking for pictures using half-dressed tag instead of topless or bottomless is like looking for limbjob instead of handjob or footjob.

half-dressed is a silly and inferior tag to partially_clothed because it is more ambiguous.
