Overview: We've got a new box under the edit field! Users of a certain rank and higher can edit this box to lock certain tags in or out of the image, and default users can read it to see which tags are locked (helps prevent trying to remove tags if they are obviously locked). To go along with this, how's about we update our Tag History page to display what tags are locked? This could either be its own, new column, or the same old column just with new colors for extra +'s and -'s. Open to ideas on that, unless the admins already had something planned.

Usefulness: Seeing when exactly these tags were locked in, who locked them in, and just generally seeing locked tags at a glance when viewing a tagger's history (good for correcting the actions of people who gained rank and then decide to vandalize)
