Requested feature overview description.

Main feature: Remove that rating:q is selected by default on the upload page, forcing the user to select one of the 3 ratings in order to upload.

Additional to help: At the same time make it so that the upload won't go through until a rating is selected, and give a descriptive error message / warning why the upload won't upload. Also add a small link to the rating page near the rating options to help users pick the correct one.

Why would it be useful?

Forces the uploader to select a rating instead of ignoring it.
It's a single click so it shouldn't be too hard, and with additional help (link to the rating page and telling people to look there) it should help preventing badly rated images on upload.

Only https://e621.net/post/upload.

I agree. One less reason to be lazy about uploading.

Tag history lists the rating changes so it would be possible for a tag researcher to analyze the impact of this change.

Like I said before, I've never understood why it defaults to questionable even though that's the rarest rating on the site. Defaulting it to explicit would've resulted in less misrated posts, but forcing the uploaders to select the rating is likely better.

When I'm concentrating on the tags I tend to forget about the rating.
