Bug overview description.
The poor server cannot decide whether or not I should be allowed to view a image, so it does both.

What part(s) of the site page(s) are affected?
https://e621.net/post/*

What is the expected behavior?
Server should either:
A) Tell me to bugger off and not give me the URL
B) Show me the image and give me the URL

What actual behavior is given instead?
It does both, image on /post/* gives me the message "You need a higher account level to see this image.", but still gives me the option to "Download" the image via the _{^{secret url}}.

Can you reproduce the bug every time?
Yes

What steps did you take to replicate this bug?
1. View bookmarked image from mobile to save on desktop.
2. Be greeted by "UR 2 SLOW IMAGE DELETED KEK"
3. See download button visible and click it out of curiousity
4. ohai image
5. remember janitor access level and reformat bug from "deleted images get leaked" to this

Definitely not A, since being able to undelete posts without actually being able to see them would be kind of weird.

Not to mention how hard it'd make some of the other janitorial duties. Such as trying to answer the dmail questions of why something was deleted. "I can't remember which one that was" isn't much of an answer.

The change to allow us to see deleted thumbnails is going to make it a lot easier for me to copy old deletion reasons with forum links in them. Thanks!
