Why would it be useful?
Password managers like Keepass use the page title to decide which account details to fill in when you activate them.
Since the page title is nonspecific, Keepass can't tell between e621 and every other site whose login page is titled "Login"
What part(s) of the site page(s) are affected?

We have already talked about changing titles where "e621" is somewhere on all window titles.
Either in the front or back.
"e621 - Login"/"Login - e621"
