The reduced sample should be oriented correctly.

The reduced sample is rotated counter-clockwise by 90 degrees.

Yes.

What steps did you take to replicate this bug?
1) In "Edit Account Settings", set "Image resize mode" to "Show reduced samples"
2) Go to post #1276773

This is because the photo is rotated using EXIF data, so this is actually correct behavior. You should actually see the rotation if you download the image and view it in viewer or even just view it in new tab.

In these cases I would almost losslessly apply EXIF rotation to image itself before uploading to avoid image not showing up rotated on page. In past this was good as it did rotation instantly and without quality loss, which especially on handheld devices was plus but it's pain with software which doesn't respect this.

And once again, this is one of the many, many reasons why photographs of traditional media are discouraged and PNG filetype is preferred. Not only EXIF can contain rotation, but also something like GPS location data which can be problem with privacy.
