Bug overview description.
Attempting to exclude two sets from a search at once only causes images in the second set to be excluded. The images in the first set still show up in the search.

Posts from the second set excluded from search.

Yes
What steps did you take to replicate this bug?
Search -set:set1 -set:set2, replacing "set1" and "set2" with a set's short name. Adding other tags to the search cuts the results down and makes the issue more visible.
