Implicating fixed_toy → sex_toy

Reason:
You can not have a fixed toy, according to its wiki page, if it is not a sex toy.
It is currently implied by proxy. All of fixed_toy's children imply themselves to sex_toy or one of it's children.
Fixed_toy does not imply anything and should be changed should something be implied to it but not sex_toy.
EDIT: The tag implication fixed_toy -> sex_toy (forum #243635) has been rejected by @NotMeNotYou.
